What does it mean to say that *error* and *undefined* are "not even partial"? As far as I know, a function is either total or partial. If *error* promises me an *a* but instead blows up, surely it is partial?

What does it mean to say that *error* and *undefined* are "not even partial"? As far as I know, a function is either total or partial. If *error* promises me an *a* but instead blows up, surely it is partial?
