Okay, I think that's a good sign, sort of. Does
$ ghc-pkg list Cabal
list one Cabal-18.104.22.168 in the global db and one in the user-db?
If so, unregister the one in the user-db
$ ghc-pkg unregister --user Cabal-22.214.171.124
If it complains that would break anything, post the message.
