Comment:

 I think we've got the semantics basically right now. The only thing
 missing compared to the above description is a concept of 'interesting' vs
 other packages. We can file another ticket if that's important. It's
 somewhat related to #199 because remembering the interesting packages
 would allow those to be installed after adding a new compiler.
