Comment:

 Fortunately it's now trivially easy to implement this as we added a `bug-
 reports:` field in Cabal 1.6. All that remains is to add it to the package
 page on hackage.

 Of course then we want to encourage package authors to start using it.

 So, an easy ticket for some new hackage hacker!
