 The reason that base was bumped from 4.0.0.0 to 4.1.0.0 was because of
 incompatible API changes in at least one GHC.* module (GHC.Conc). We've
 decided that in future the GHC.* modules that are not supposed to be for
 public consumption will not be considered for the purposes of the PVP. The
 aim will also be to not generate haddock docs for the GHc.* modules that
 are not generally public (eg GHC.Exts is public).
