I expect it'll be fine. cabal-install uses:
case Tar.entryContent entry of
Tar.NormalFile content _
| takeExtension fileName == ".cabal"
-> case splitDirectories (normalise fileName) of
splitDirectories (normalise "./$pkg/$version/$pkg.cabal")
