We still do not have an automated way to build an msi blob.
But it's actually easy to build GHC on windows using MSYS. Up to date
instructions are here
http://research.microsoft.com/~simonpj/tmp/building
and Satnam succeed with no difficulty: his "quick start" instructions
are here:

| Subject: Recent compilation for Windows
|
| Does anyone happen to have succeeded in compiling a recent version of
| CVS GHC (6.3.20041128 or later) on Windows?
|
| If so could they let me have a binary distribution?
|
| If not, how do I go about generating my own and is this something you
| would expect to work?
|
| I want Windows because I would like to try out the new System.Process
| library there.
