aclocal and automake dependencies

Hey guys,

Looks like we need to sprinkle some more null aclocal.m4's around
in the new head libraries' configure dirs to correspond with the
new configure.ac's.

I spent a while wondering why autoreconf was behaving strangely,
before I realised it needed automake, becaues of the missing aclocals
in libraries/. Looks like they're missing from libraries/unix/
and libraries/network.
