patch applied (ghc-nightly): Don' t ' make all' during testsuite tools phase

  * Don't 'make all' during testsuite tools phase
  Because now 'make all' in testsuite/ runs the entire testsuite (this
  was another of my DWIW measures after seeing what problems people had
  during the hackathon).
