darcs patch: Fix the GHC.Base.inline builtin rule

  * Fix the GHC.Base.inline builtin rule
  
  This rule wasn't working for two reasons
  
  a) inlineIdName wasn't in basicKnownKeyNames
  b) The rule function wasn't taking into account the type argument
