darcs patch: fix installPackage.hs to actually register the package...

The patch below fixes the ghc installation for me.

  * fix installPackage.hs to actually register the package with ghcpkg
  This reintroduces the regWithHcPkg initialization to the registerPackage
  options that accidently got removed in an earlier patch.
