patch applied (testsuite): Bump the delay for concio from 0.45 to 1s

What kind of mac (and what version of macos) is thorkil's? 
It is strange that it would need 1s, even on a highly loaded 
machine.  There is certainly a rts issue here, see #1523.  I 
wonder whether that problem is maybe more serious on 
thorkil's mac.
