Priorities for 6.10

Here are a few criteria that I think it might be worth considering:

* Has a maintainer
* Has a bug tracker
* Uses the package versioning policy
* Builds with Cabal
* Works on "all" OSes/arches (except where that doesn't make sense, e.g.
  Win32)

and perhaps more contentiously (or goals for GHC 6.12 (HLP v2)):

* -Wall clean
* Has a 100% coverage testsuite

Maybe also something about which licence they use?
