  * Add test for #4850
  I couldn't reproduce the bug reliably, but I made a test that
  demonstrated the problem by creating more OS threads than it
  should have.

    A ./tests/ghc-regress/rts/4850.hs

    M ./tests/ghc-regress/rts/Makefile +6
    M ./tests/ghc-regress/rts/all.T +3
