patch applied (ghc): Tidy up pretty-printing of InlinePragma

  * Tidy up pretty-printing of InlinePragma
  
  We were getting "INLINEALWAYS" printed out here and there.
  Now there are always brackets around the activation, thus "INLINE[ALWAYS]"
