patches for building a cross-compiling GHC

My patches have been cleaned up and are available at

git://github.com/mtnviewmark/ghc.git

in the *cross* branch

These add additional variables and changes to the configure scripts and a
few .mk files to handle the multiple tool-chains needed during building a
cross-compiler. These are the changes described in the cross-compiling wiki
page.

Under normal builds, these changes have no effective change.
