windows build failure

Hmm, my cygwin build (and the nightly builds) fail earlier than that,
with:

libraries\dph\dph-prim-par\dist-install\build\Data\Array\Parallel\Unlifted\Distributed\TheGang.dyn_o:fake:(.text+0x52):
undefined reference to `_imp___imp__n_capabilities'^M

when making libraries/dph/dph-prim-par/dist-install/build/libHSdph-prim-par-0.5.2.0-ghc7.5.20120113.dll

It's been happening for a while - I'm not sure how long, as older
nightly build reports fail with different errors!

Does anyone know what's going on?
