Confused by Makefiles

The setup in arrows is just copied from the rest -- feel free to replace
it with something better. But it's a highly experimental package, which
probably shouldn't be bundled (and hardly needs it either, as it needs
no preprocessing).
On the other hand, I don't think independence is working for Win32 in
particular. It sorely needs testing/debugging. I'd argue for bundling
X11 and HGL too.
