patch applied (cabal-setup): Bump minor version number to 1.2.1 and use new syntax in .cabal file

  * Bump minor version number to 1.2.1 and use new syntax in .cabal file
  And modify description to indicate it's "an" interface to Cabal, not
  necessarily "the" interface to Cabal, since we expect cabal-setup to
  merge with cabal-install as far as Cabal's command line UI goes.
