patch applied (packages/Cabal): Restored 'runTests' UserHook

  * Restored 'runTests' UserHook
  Ticket #215 (Overhaul support for packages' tests). Deprecated 'runTests'
  UserHook to maintain compatibility with old packages, but encourage authors to
  update to the new interface.
