Bugfixes to hmake.
  * With the -hat flag, after hat-trans the srcfile is prefixed with T.
  * Add some debugging info to show file times (turn on with the new -gd flag).
  * Change #ifdefs for hbc-specific code: use only if hbc is not H'98.
