 Edward: if I recall correctly, the thread bump was only a minor
 optimisation, the real fix for #3838 was the redesign of black hole
 blocking so that we didn't have a global list.  So that would agree with
 your findings.

 I don't have a lot of evidence that bumping the blockee is a good idea.  I
 was hoping you might find some :-)
