 Last I checked, the Coverage Condition is incompatible with MTL, so we
 *really* shouldn't make the CC mandatory.  (I'm not against a general
 refactor of -fallow-undecidable-instances into smaller, more self-
 documenting pieces, as long as the functionality is still there)
