 And now I see that there is the download page I went to
 (http://haskell.org/ghc/download_ghc_66.html) which *doesn't* mention
 documentation and a download page that *does* mention documentation
 (http://www.haskell.org/ghc/download.html).  I think adding mention of
 downloadable documentation to the 6.6 page and fixing the Makefile to
 mention documentation only if it installs it should be enough to close
 this bug.
