Comment:

 runghc's cabal files claims it to be version 0.67 currently. Is that a
 useful version number, or should we just switch to using the GHC version?

 Hmm, if we want to put the GHC version number in the Cabal file then we'll
 have to generate the Cabal file...sigh.
