GHC 6.4.1 and Win32 DLLs: Bug in shutdownHaskell?

I know nothing of Matlab or Haskell linkage .. so do you know 
which C library they're linked against? It has to be the same one, 
and it must be dynamic linkage. (Felix build was inconsistent
and we got similar random behaviour).
