compile.cmd:
windres.exe -I. Register.rc res.o
g++.exe Register.cpp res.o

Register.rc:
1                       24                      "Register.exe.manifest"


windres is standard mingw tool


alternatively:

mt.exe -manifest Register64.exe.manifest -outputresource:Register64.exe

where mt.exe is MSVS tool (probably available in free MSVS Express)
