Well, the question is what the report should say. The minimal change is
to delete the remark, but that's undesirable.  If the report is silent
on this question, the same interactive Haskell program could
legitimately behave very differently in different impls, which seems
undesirable. =20

Suggestions welcome.  (The old wording said "by default", if that
helps.) =20
