Idea to allow people to comment on Haskell docs

I only know MediaWiki as a user, but at least Wikipedia differentiates
between links to existing pages and links to non-existing pages (which
appear in red instead of blue).  This requires both pages to be part
of the wiki, so it doesn't work for external links.
