Ok, I seem to have managed to get hugs to install the network library.
Ross: thanks, it was indeed a pre-packaged version (for debian).
Compiling hugs from scratch seemed to help.

I've now tested the patch against hugs and can confirm its
compatibility. For windows I've only managed to get as far as confirming
compilation.
