Proposal: Move System.Posix.Signals to the unix package

Hi all,

Proposal: http://hackage.haskell.org/trac/ghc/ticket/1568

As suggested in
    http://hackage.haskell.org/trac/ghc/ticket/1190
I propose that the System.Posix.Signals module is moved to the UNIX
package. Currently, on Windows, it is an empty module.

Suggested deadline: 12 August 2007.
