Proposal: deepseq should not depend on containers

I also think that 'deepseq' is lower level than 'containers' (and 'array') 
and thus 'containers' (and 'array') should depend on 'deepseq'.

Should 'deepseq' become a boot package of GHC? I wouldn't be too worried 
about it, since 'seq' is even in 'base'.
