[nhc-bugs] non-working RPM package

I don't know very much about the RPM package of nhc98.  However I do
know that `hmake' was split off into a separate RPM - if the nhc98
package does not include the `harch' script, then it must be in the
`hmake' package, so yes, you do need to install that as well.
