[Xmonad] Bug tracker set up

We've set up a bug tracker for keeping on top of xmonad open issues.
Please use it to report bugs!

The (not so secret) goal is to have xmonad the best specified, most
stable window manager in its class, and properly tracking open issues
should help this.

We've also got a man page now:
