I've just pushed XMonad.Util.Timer which exports:

startTimer :: Rational -> X TimerId
and
handleTimer :: TimerId -> Event -> X (Maybe a) -> X (Maybe a)

hope this makes sense.

I'm using it, now, in XMonad.Layout.ShowWName, which does not require
dzen anymore.
