I challenge this assertion.  I've sketched a design for PerWorkspace 
that can
determine the description purely.  I also note that the 'Choose' layout 
in the core
allows for dynamic selection of layout, and it gets by with a pure description.
Please demonstrate some layouts that truly need description :: X String.
