xmonad does manage z-order, albeit not optimally.  I think there's another  
bug already where I proposed some changes to how we update the z-order  
(briefly:  when possible use raiseWindow/lowerWindow instead of the current  
behavior XMonad.Operations.windows defining the entire z-ordering all at  
once based on the zipper).
